Need help to find a home for a puppy being ill-treated

My neighbours children recently brought home a 1 month old male street puppy from our colony

Unfortunately, the puppy is being ill-treated by the family because the mother does not like dogs and therefore he keeps using a broom to shunt the poor thing out of her way the whole day.

She also does not allow the puppy into the house since she does not want the house dirtied and so the little thing is permanently kept outside all day and all night

The children have no clue on how to look after a dog - the elder child bathes him with cold water every week despite my best efforts to dissuade him.

The younger child keeps kicking him because the puppy keeps nipping him playfully

I would have loved to keep him but I already have a 4 year old male spitz who unfortunately did not take kindly to the puppy.
